Maryland Route 23 runs west between the Hickory area and Jarrettsville through Forest Hill, then west and north to Norrisville, all in Harford County. It then enters Pennsylvania where it becomes Pennsylvania Route 24. Between Hickory and Jarrettsville it was relocated to the south in the mid-1960s, and in Hickory extended east to a realigned U.S. Route 1 in 2000.
